An AI UGC video is a short, vertical, creator-style clip in which an AI presenter talks about a product. The tools that make them solve different problems, so the useful question is who will write it, who will post it, and what it is allowed to claim.
This round-up is published by Empyre, which is on the list. We have not put ourselves first, and each entry says plainly when you should pick something else. Rival facts were read on their own sites on 2026-10-19.
The short answer
If you only read one section, read this one.
You run paid ads and need many variations to test
Use Arcads. It is a studio built for producing AI UGC ad creative at volume, with 1,000+ AI actors and custom actors.
You want a published price and ads launched into your ad accounts
Use Creatify. It publishes a Free plan and paid plans from $15 a month, and connects to ad accounts on Meta, TikTok and others.
You need real people with real experience of the product
Hire human UGC creators. Only a real customer can give a real testimonial, and no AI tool should pretend otherwise.
You need the business run, and the videos posted to your own accounts
Use Empyre, on the Empyre plan or pay as you go. Its CMO writes each video from the product's verified facts and posts it to the company's own Instagram and Facebook accounts, each pending platform approval.
The tools, in detail
Arcads — best for ad creative at volume
Arcads (arcads.ai) says it helps you “Create winning ads with AI”, with a library of 1,000+ AI actors or an AI avatar of your own, and translation into more than 30 languages (home page, read 19 October 2026). Its help centre lists plans by monthly credits, from Starter at 8,000 to Business at 192,000, with Enterprise on request, 20% off yearly, and a talking-actor video billed at 800 credits per started minute; the dollar prices are shown on the pricing page inside its app. The free trial lasts 72 hours with a card on file and 1,000 credits, then becomes the Starter plan unless cancelled. Its own guidance says AI actors are not real customers and that ads should follow each platform's rules on AI-generated content. Empyre vs Arcads →
Creatify — best published entry price
Creatify (creatify.ai) calls itself an AI ad platform (“AI Ads that win.”) and says it can turn any link into a ready-to-post video and connect your ad accounts once, naming Meta, TikTok, YouTube, Snap and Amazon among its platforms (home page, read 19 October 2026). Its pricing page lists a Free plan with 10 credits a month and a watermark, Standard at $15 a month for 55 credits, Pro at $55 for 280 credits with 1,500 AI actors and 3 custom avatars, Max at $95 for 730 credits, Business at $195 with 10 seats, custom Enterprise, 20% off annual plans, and separate API plans from $99 a month. Empyre vs Creatify →
Human UGC creators — best for real testimonials
Real people who have used the product, paid to film it. Slower and more expensive per video than an AI presenter, and the only option when the ad needs a genuine customer's experience.
Empyre — best when the video is one part of running the company
Empyre builds and operates a whole company with eight AI executives. On the Empyre plan ($299 a month) and pay as you go (charged from credits), the CMO makes AI UGC creator videos: an AI presenter from a fixed library shows the real product, every video is disclosed as AI-generated, and there are no testimonials. Posting follows your autonomy setting, and TikTok always gets a one-tap confirmation per post. Not on Starter or Growth, and no custom actors. How it works →

The rules every AI UGC video has to follow
Whichever tool makes the video, the advertiser carries these. Not legal advice; see the sources in each article.
An AI presenter is not a customer
The US Federal Trade Commission's rule on fake reviews and testimonials (announced 14 August 2024) prohibits testimonials that misrepresent that they are by someone who does not exist, including AI-generated ones, or by someone without real experience of the product. Arcads' own guidance says the same thing in its words: AI actors are not real customers. The FTC, the EU AI Act and AI UGC ads →
Label realistic AI video
TikTok asks creators to label AI-generated content that contains realistic images, audio or video. Meta labels AI content it detects or that people disclose as AI info. In the EU, the AI Act's transparency obligations for deep fakes apply from 2 August 2026.
Say what the product really does
A presenter reading a script is still an advertisement, so every claim in it has to be true of the product. Writing from verified product facts is the cheapest way to keep it so.
How to actually choose
Ask one question: after the video exists, who does the work? Arcads and Creatify answer that you, or your media buyer, take the file or the ad and run it. That is the right answer for a team with ad accounts and a testing plan.
Empyre answers that its CMO posts it to your own accounts as part of marketing a company it also builds and runs, inside a budget its CFO reviews. That is the right answer for a founder with no marketing team.
If the ad needs a real customer's experience, none of the AI options is the answer.
Frequently asked questions
What is an AI UGC video?
A short, creator-style vertical video in which an AI presenter, rather than a filmed person, talks about a product. It is an advertisement and should be labelled as AI-generated.
Are AI UGC videos allowed on Instagram and Facebook?
Yes, as advertising that follows each platform's rules. TikTok asks creators to label realistic AI-generated content, and Meta shows an AI info label on content it detects or that people disclose. Posting through an app also needs that platform's approval of the app.
Can an AI presenter give a testimonial?
No. A testimonial from someone who does not exist misleads the viewer, and the FTC's 2024 rule prohibits fake testimonials, including AI-generated ones. Use presenter-style videos, or real customers.
Which Empyre plans include UGC videos?
The Empyre plan and pay as you go, charged from credits. Starter and Growth do not include them; Growth includes a short motion-graphics marketing video.
